Designing a concept experience for the NSW Data Exchange

Context

The NSW data exchange (DAC) is a whole-of-government capability intended to facilitate the trusted and safe exchange of closed data. The initial users would be NSW Government clusters, however, a future extension could include other states, federal government and NGOs.

As part of the discovery phase of this initiative, the DAC have engaged Shyft to understand the status quo of data sharing and to develop a concept experience to illustrate how data sharing could be improved.

Approach

Shyft has taken a human-centred design approach to design the concept experience:

  1. We conducted a series of in-depth workshops with 99 participants of the 9 NSW Government clusters focused on understanding the current data sharing environment.
  2. We then synthesised the workshop findings, defined and prioritised 33 barriers to data sharing and developed business archetypes, design principles and a value proposition.
  3. Based on the findings we designed and iterated a concept experience to illustrate a future data exchange capability
  4. We tested the outputs with Chief Data Officers of all clusters to obtain further feedback and insights.
  5. Finally concluded the project with the definition of roadmap and recommendations to proceed.

Outcome

As a result, Shyft was able to provide the DAC with:

  • A common understanding of the barriers that explain the challenges within the data sharing space in NSW
  • Business archetypes that describe the needs and challenges of the relevant roles for data sharing
  • A value proposition and a set of design principles that will guide further phases of the NSW Data Exchange
  • A concept experience in form of a clickable prototype that illustrates and inspires how a potential future for data sharing could look and address barriers
  • A roadmap and recommendations to design and implement the NSW Data Exchange
